"This appears to be a problem without a good solution. Apparently, the City of Oak Grove has not adopted an ordinance banning such devices. Nor has the State of Minnesota (legislature) banned such devices. Anoka County does not have zoning authority. Therefore, in the absence of a legal prohibition, it seems that you would have to consult with a private attorney to see if this qualifies as a private nuisance which the courts could stop. Thank you."
